Abstract:

Using a yearly census of Indonesian manufacturing firms for 2000 to 2014, we link a protectionist foreign direct investment (FDI) policy reform to foreign investment shares and firm productivity. The so-called negative investment list regulates FDI at a high sectoral granularity and has been repeatedly revised throughout time. Controlling for an extensive set of fixed effects as well as potential drivers of regulation, we find that limitations on FDI (and especially the sector-wide FDI bans) have reduced both foreign capital shares and firm productivity. We also document negative backward productivity spillovers of regulation that propagate throughout the value chain.
